Overview
The threat that Moltres has posed as a raid boss has consistently fallen off since its initial release back in 2017. Each new Rock Type Pokemon and move makes life harder and harder on the Team Valor mascot, to the point that Moltres is a fairly easy duo that potentially be soloed given the proper counters and a near-perfect situation.
As stated, Rock Types are the absolute best counters for this raid, to the point where even the monster that is Primal Kyogre comes up short in comparison to many of them. It takes rainy weather plus a Water Type Mega Evolution/Primal on the field to allow Water Types to threaten the dominance of Rock Types in this raid.
Approach
Team composition

One of the easiest possible Duo-runs is to have both players run nothing but Mega Aerodactyl and simply revive/re-enter when fainting.

Rampardos has massive DPS that goes into Solo range in partly cloudy weather.

A team of Rock Wrecker Rhyperior has the TDO to duo without needing to relobby and is just a hair short of Solo DPS in partly cloudy weather on its own.

Shadow Tyranitar is the middle ground between the above two.

Many other Rock Types are definitely viable for this raid and can easily make the duo.

Probably a good idea for Rampardos to dodge in order to keep its TDO as high as possible, generally not needed otherwise.

Arguably the absolute best counter for this raid, Mega Aerodactyl hits like a truck and makes other Rock Types obscenely powerful while on the field. It's hard to over-state just how strong of an option Mega Aerodactyl truly is for this raid.

The king of the seas has the power to overcome many Rock Types, but it's still low-powered when compared to the top Rock counters while it's not Rainy out. On that note, it's also a great option to bring along if you don't bring along Mega Aerodactyl, as it will boost the entire team even if it never takes the field.
