Overview
The Dragon of Ideals is not an easy raid boss to duo. While it's a bit less weather-reliant than its brother, Reshiram, it has the potential to be a much more difficult battle depending on the moveset. Movesets with Outrage in particular tend to be downright brutal, with Wild Charge not far behind. On the other hand, its least effective moveset, Charge Beam+Flash Cannon is far more forgiving than basically anything that Reshiram can throw out. Overall, it's going to be a game of matching up moveset and weather boosts. A duo is possible, but the situation pretty advantageous in order to secure a win
Approach
Team composition
-
Top Mega Evolution choices are Mega Salamence, Mega Latios, and even Mega Latios, though other Mega Evolutions are worth a mention due to their resistances and/or Mega Boost type.
-
If you're going for the Duo in particular, then aim for counters that hit 25+ DPS and be ready to reloby quickly. For the Trio, try to mix in a bit more TDO to deal with Zekrom's ferocious attacks a bit better.
-
The good, old-fashioned dragons are still among your best friends; Rayquaza, Salamence, Latios, and Dragonite.
-
Clear or Snowy weather can shift viability in favor of Ground or Ice Types respectively to varying degrees, be ready to switch up to make the most of this, but remember that the top Dragons will remain on top regardless of weather.
Battling strategy
-
Have a second team ready, though an ideal setup with perfect weather and some smart dodges may not need to.
-
Outrage is semi-easy to dodge and hits like a truck. Wild Charge is a bit easier, but can still hit very hard even in neutral weather. Flash Cannon is the least threatening move but is not super-easy to dodge. Crunch is the hardest to dodge and hits very often. Probably best to plan on powering through it for that reason.
Note: "Good" movesets are not necessarily viable at the level indicated.

Dragon Tail | Outrage | Best |
Dragon Tail | Draco Meteor | Good |
Despite not having an actual resistance to Electric Type attacks, the "Bloody Crescent" is arguably the top pick for a Mega. It hits hard and has surprising longevity, making it a prime pick in this raid.

Dragon Breath | Dragon Claw | Best |
Another very strong Mega Evolution, Mega Latios sits just behind Mega Salamence in terms of overall performance with the added benefit of outright resisting Zekrom's Electric Type attacks. However, it is weak to Crunch in conjunction with the standard Dragon Type weakness, so its actual performance will very based on the moveset.

Dragon Breath | Outrage | Best |
Mega Latios, but more TDO-focused. Still a great choice.

Dragon Breath | Dragon Claw | Best |
Mega Charizard is basically Mega Latios but with lower performance and a more defensive typing for this raid. It's not weak to Crunch and actually resists Flash Cannon, so it definitely has its utility in some cases, but it's generally sub-par.

Fury Cutter | Dragon Claw | Best |
Despite lacking a Dragon Type Fast Move, Mega Sceptile's access to Fury Cutter generates energy very quickly and allows Dragon Claw to see use very frequently. The main advantage to using Mega Sceptile over other the other Mega Evolutions is its double resistance to Electric Type attacks, which can make it useful going into some movesets to be certain, but its overall performance is pretty similar to Mega Charizard for the most part; a sub-par yet decent choice.

Mud Shot | Earthquake | Best |
Mega Swampert is definitely not the top DPS option, but it is the best Ground Type Mega Evolution at the moment, which makes it useful in Clear weather and/or when your raid group is leaning heavily into Ground Types. It's also the top TDO Mega among our recommendations thanks to its fairly unique trait of only taking neutral damage from Dragon Type moves and Crunch while resisting Electric Type moves and Flash Cannon. While a bit slow, Mega Swampert is a decent pick here.

Frost Breath | Avalanche | Best |
While pretty low on the DPS charts when compared with much of the competition, Mega Glalie is a solid pick for Snowy weather and/or if your raid group is leaning into Ice Types. That aside, it's probably best to pick another Mega.

Basically Mega Glalie but with an added Electric Type resistance and a bit less DPS.

Dragon Tail | Outrage | Best |
Dragon Tail | Draco Meteor | Good |
Yes, you will see Shadow Salamence on every single Dragon Weak raid guide for the rest of eternity. And it's here for good reason; the evil variant of this pseudo-legendary Dragon actually out-paces its Mega forme and sits atop the DPS chart as king, hitting extremely hard and still proving itself one of the best Pokemon in the game.

Dragon Tail | Outrage | Best |
Dragon Tail | Draco Meteor | Good |
Shadow Salamence, but with a bit less DPS/a bit more bulk. Still one of the absolute best Pokemon available for this raid.

Powder Snow | Avalanche | Best |
Mud Slap | High Horsepower | Good |
The king of everything that's not a Dragon in this raid, Shadow Mamoswine can pull double-duty for Ice or Ground Type teams depending on that the weather/active Mega Boost calls for. Note that its Ice Type moveset is objectively better when the weather is anything other than Clear.

Dragon Breath | Dragon Claw | Best |
A very solid Dragon, Shadow Latios puts forth a great showing in this raid. However, much like its Mega variant, it has to watch out for Crunch alongside the standard Dragon Type moveset.

Dragon Tail | Outrage | Best |
The original king of Dragons, Rayquaza still holds a spot as one of the gold-standard Raiders when its skills are needed. Rauquaza is a bit frail due to having no resistances and major weaknesses, but it's still an outstanding choice even after all of these years!

Dragon Tail | Outrage | Best |
Dragon Tail | Draco Meteor | Good |
Always the would-be usurper to the throne, Salamence has performance almost identical to Rayquaza, but still turns up lacking in comparison. Still, it will hit virtually all of the same milestones as its Legendary despot, and can fit into the same team slot seamlessly.

Charm | Dazzling Gleam | Best |
The monarch of the Fairy Types, Shadow Gardevoir is the ultimate answer to Dragon Type movesets with its double-resistance. However, it also needs to beware of Flash Cannon due to its weakness to Steel Type attacks. It doesn't have the best DPS, but overall it's very competitive with the upper-echelon of attackers listed here.

Dragon Breath | Outrage | Best |
The reliable sister to Shadow Latios, Shadow Latias is a solid pick that trades a bit of DPS for some TDO.

Much like Salamence, Rayquaza, and Dragonite, Palkia has a sub-typing that removes Dragon Type's innate Electrical resistance. However, it also gains a resistance to Flash Cannon, so its typing for this raid is actually marginally better than the many Flying Dragons running around. Overall, Palkia is a solid pick.

Dragon Tail | Outrage | Best |
Dragon Tail | Draco Meteor | Good |
The true original Dragon; Dragonite. While a bit outclassed nowadays, this old classic is definitely still a solid pick for this raid.

Dragon Breath | Outrage | Best |
The mirror-match is a solid pick, as Zekrom's decent Dragon Type moveset and its high Attack make it a good counter to itself.

Dragon Breath | Glaciate | Best |
While it can't absorb Zekrom yet, Kyurem can still put in some solid damage thanks to Glaciate, putting it about on a par with Dragonite. Just remember that it's also weak to Flash Cannon alongside the standard-fare Dragon Type attacks.

While a bit devalued compared to what it once was, Mamoswine is still a worthwhile pick.

Dialga is the one Dragon on this list that isn't weak to Dragon Type attacks. That combined with its Electric Type strength makes it a very attractive anchor.

The final member of Zekrom's trio, Reshiram comes up short due to an inferior moveset.

Shadow Weavile hits very hard, and doesn't last long. It's best used against Crunch, Shadow Weavile resists it and it comes out in small doses.

Mud Shot | Earthquake | Best |
A 2x resistance to Electric Type movesets can make a huge impact, and Groudon leverages that advantage really well. It's a bit light on DPS, but it will keep you in the game against Electric Type movesets in particular.

Dragon Tail | Outrage | Best |
Garchomp takes what makes Groudon good and min/maxes it. A whopping 3x Resistance to Electric Type moves gives it unparalleled longevity, but it's also weak to Dragon Type attacks.

Mud Shot | Earth Power | Best |
Excadrill is generally pretty frail, but the fact that it boasts resistances to Dragon Type movesets and Flash Cannon alongside a double-resistance to Electric Type movesets makes it pretty bulky in this raid!
