I get your point, but it depends on what you have. I have literally dozens of Vapes, Jolts, Flareons, Eggys, It's our biome, so no I'm not investing, but I've got only 2 each of Machamp and Alakazam, neither with ideal move sets, so they are underpowered and I'm looking for TMs and candy to buff them.
I don't really have a point other than my own crew and what I've done/am doing. I used to have many Pokes I could aim for and focus on whether through hatching or other means. Now that we have diversity...wth. Diversity! Would have been great if it meant I needed diversity to attack. But I don't. Not to defend either. So what did we win?
And please don't take this as a regular complaint which it kind of is but look at your attacking squads and your defenders...is your use more diverse than before or just different and will be even less when you get other pokes up to snuff?
In most biomes it's easy to evolve one at a decent caught level with no investing. In those areas where this isn't true you can scratch Rhydon, Golem etc. So same point.
If folks are honest about the mons relative to their own biomes worth spending either TMs or dust on they cannot go past 10 unless they are new or lying
It really comes to your playing style. I'm investing in my usable 100% pokemon:

Golem
Plus very relevant pokemon
Machamp
Machamp

And then you have the bench guys, who have their chance when the key players have already fainted

You can also invest in projects to solo raids

There are many others in my crew that don't really need investment but are good for raids

And so many more that are usable if you really want to use a pokemon that performs a 5% worse than the model species of its type.
But it comes to personal choice. Whether you are obsessed about efficiency or may cope with some slightly inefficient good craic :)
I took my kid to a night time food truck event at the zoo, lures at dozens of stops, I caught a 1414 Graveler, level 29 or 30. Rated above average, I didn't sweat spending 100 of my 200 candies to turn it into a 2318 Golem. I'm just not going to spend dust on something I have 6 of already 2000-2380, even though not really my primary biome
-Pidgey (so you don't have to revive it when it's sent back. Plus everyone has them, but no one uses them)
-Swinub (some folks never see them)
-Any 2nd stage evolution, as long as it also had a third that your wouldn't use ( i.e. Machoke, Charmeleon, Graveler)
-Wobuffet because he looks hilarious
-Gyrados (no one uses him anymore. Make sure he's over 3000 cp so he gets kicked out fast)
-Porygon (to make me jealous. It's the only gen 1 pokemon I need)
-Politoad (kings rock, yo!)
-Lapras (really tough to counter, high defense and hp)
-Mareep (so your teammates can get candy)

For the current gym meta and raid bosses:
Machamp C/DP - simply the best counter for many raid bosses and gym defenders
Heracross C/CC - region exclusive Machamp
Dragonite DT, DB/O, Hur, DC - dps king of the hill
Tyranitar B/SE, Cr - 2nd best neutral attacker. Excellent dps for its tankiness.
Exeggutor C/SolarB - best < 3k gym defender at this time and great counter for many raid bosses and top defenders
The rest are my fillers due to tankiness and/or dps

Machamp maybe, cannot solo with him, lvl 36 is threashold, don't think so
Gengars till round 34-35

Exegg with SoB, not really nevesary but helps to solo Vapes
Tyra just for survibility, bite threashold vs current bosses is low
Dragonite - like Vapes appears to me, they are as before, around lvl 33-34
That's it, don't have 10, in fact I have 1, Golem, rs/se one in fact.
This list is dead on for my area/situation too.
I still have spent or am going to spend for most on this list but it won't really get me anything for the reasons you mention. But I guess I have to spend dust on something.

Question for those more familiar with the future gens, are there many gen 3 pokes likely to be better than current mons in their type class?
I hope there will be, or maybe beyter moves for current ones.
Anyway, currently high 20 and low 30 levels seams to like the change, high 30(myself) not anymore, after reaching my lvl 3 solo goals.
Don't really see a porpose.
Also a fact that lowered my motivation: I lost only 5 out of 35 raid catches, 3/4 tyra, 3/4 Snirlax, but the Snorlax I missed, with 13 balls and an excellent throw and 5-6 great was 100 IV. Maxing that would had give me a reason to gain dust and candies. Next I cough a 96 IV one but will max like my current max one, under 3300 CP. I know is useless but would have been a nice goal for me.
