Why would anyone bother with the lower raids? (1 & 2)
I just did a level 2 Exeggutor raid by myself. And the ONLY reason I did it was because I was looking at my Eggy's and I don't have that many good high IV ones. I was hoping I would defeat the raid boss and get a high IV Eggy. Anyways, I defeat the damn thing very easily. No rare candy, no TM's, and no high IV Eggy. (10A/15D/10HP 77%)
The past two days I've participated in level 4 raids with a bunch of people in Manhattan. I got bunch of rare candy, I got TM's, and chances at catching Tyranitar and Snorlax. (I caught only one Tyranitar B/C 86% IV)
I will NEVER play a level raid 2 again. I rather the raid pass expire than waste my time and get almost nothing in return.

This...I'd try to just build teams to solo all 1-3 (minus Flareon/Jolteon) raids personally.
As great as doing Tier 4 raids are, finding enough people and starting all the same time, etc...is sorta annoying...I sorta like to just keep grinding level 3 raids actually with 2 people and just leave it at that...Saves time (always a thing for me) and potions/revives...You burn through a ton with a ton of failed raids.
As I mentioned in another post, other players also don't seem to know how to play optimally...
I was in a raid of 5 people and me and my wife did pretty much TRIPLE the damage of the other 3 people combined (at least according to the damage bars)...Something must be wrong, but one was Level 37, others low 30. I also lag/start 20-30 seconds later when everyone is already tapping madly at their screen.
Think how easy the boss would be if everyone knew what they were doing...
One reason I keep saying high level != high skills/expertise.
None of my attackers were > 30 neither.
If there was ever a point where gym badges were meaningful and provided value, then I could see the point of solo'ing the lower tier raids at your neighborhood gym to try and reach gold-level badge faster since raids are the fastest way to level up gym badge imo (since 1,000 gym xp from raid is equivalent amount of XP to defending a gym for about 17 hours). But as of right now, I agree, better to save for a tier 3-4.
