Is it better to power up a Magikarp or Gyarados...
or does it matter?
I caught 3 shinykarp during the event and have already evolved one to a CP 2535 shiny gyarados (shinydos?); it has dragon tail and crunch. I caught the karp at CP 124, IV 58% (12/14/0) and powered it up as far as my limited stardust allowed before evolving it.
I have two more shinykarp, which I caught at CP 20 (73%) and CP 10 (38%) and plan to eventually evolve as magikarp aren't rare in this area. But what is the best way to do that - power them up first and then evolve, or evolve and power up the gyarados? Does it make any difference regarding dust and candy requirements? Any thoughts?
P.S. They must be rare as I have not seen another one in a local gym yet, so I'm planning to evolve all of them regardless of IVs.

There's no need to be offensive. You don't need to read the question if it offends you, let alone provide an unhelpful answer.
To OP: its always better to evolve first: even if you intend powering both up regardless of the moves, you will at least then know which one to focus dust on initially. Also, while karp are useless for actually attacking with, an evolved karp with good moves is already a really useful attacker/prestiger, so you might as well start enjoying using your shiny as well as putting it in gyms to show off.
I'm assuming you think evolve first, which is my opinion. I "think" the question often gets asked, although that may not necessarily be the case in this instance, because there's a certain amount of general advice about Pokemon Go that floats around the web, some of it since the game started, with the suggestion that you can start power up an unevolved mon, or the evolved mon, and it doesn't matter which way you jump. It's confusing because it's true, but it too often doesn't discuss the end product, which will includes moveset etc.
