New meta is all about EPS and Power/Energy consumtion. Forget charge move cooldown when calc DPS. It only affect dodging.
Havent done maths for all so could be missing some. Figures are for first cycle, so you may have slightly better values for second cycle for 2 and 3-bar moves.

What's missing is the attacker's ATK stat, as you mentioned in the post. If you multiply each by the pokemon's ATK, that will give you the correct ordering of actual DPS. If you want to turn them back into DPS numbers, divide by some representative DEF, like 200 or something.
You could also put in a taking-damage energy factor, but nobody wants to deal with that. In practice it would benefit the low-EPS moves.
