Help for desperate player

I started to play the game in July and Growlithes have always been scarce where I live. In 6 months, I managed to hatch 6 of them and evolve 11 of them.
My concern here is that ALL of them got Bite/Bulldoze! 11 Arcanines with this terrible moveset... I'm totally discouraged because I don't want to waste so much time and get a 12th, 13th one with this moveset.
So the question is: are movesets really random? I really want to have a nice Arcanine but after 11 crappy one... don't know what to think.

The chance to evolve 11 PKM and get the same moveset every time is quite low - (1/6)^10 = 1 in 60 Millions! So, it is hard to believe it happened. Can i see a screen-shot please?
It is the propability range of a main win in lottery - it is very rare, but it happens. It does not make me doubt the theory about randomly equal distributed movesets.
Are you a cheater? It is almost impossible to get this. Although it is possible, it is only 1/6^11 chance. You may just having an extremely "good luck" at this. Take it easy! It is still good against other fire-type Pokémon.
The movesets are completly random, each has 1/6 chance.
Since there is a nest, I suggest you to evolve another one with a high IV: if you try, you may have it; if you don't try, you will get nothing. If the nest is gone, wait for the re-roll system to come out.
I travel for my work so I manage to find nest sometimes (+ 3 hatched during Halloween event, i think it gave more candies).

I mean I always do it with my daughter when she comes back from school (5pm). I really try to figure out if anything could have an impact...

There was done some research, but as far as i know until now no one could reject the assumption of random distributions.
It is known, that the same pokemon cought by two players always has same IVs and moveset. Anyway, after evolution of these two almost identical pkm, movesets can differ. So i strongly doubt that the place, where growlithe was found can have an influence on moveset of arcanine.

You will not be able to do this alone. You will have to design an experiment, then get many players who participate, and then evaluate mathematical correctly. Silph road does this from time to time, and, as far as i know, they did not find any strange issues to moveset distribution until now.
Just wanted to comment here that simulations have been done regarding Bite vs. Fire Fang when attacking with Arcanine, and in every relevant matchup in the current meta (yes, even Exeggutor) Bite edges out Fire Fang because of the massive increase in energy generation allowing the use of more powerful charge attacks.
It shocks me that people still think Fire Fang is optimal on attack. Bite/FB and Bite/FT are both better DPS than Fang/FB. And that's not even taking into account the fact that FT edges out FB in many situations because of the energy waste in waiting to unleash FB in most real-world battle scenarios. FB is pretty much only the superior charge move if you're not dodging.
I'm not complaining with Bite, I just feel desperate to have Bulldoze on all the Growlithe I evolved... 11 is huge no?
If I could get any other moveset (excluding Bulldoze), I'd be happy with that.
And yes, I think sometimes the game screws you with movesets. I know people say that it's all about randomness, but I don't understand why my 3 Venusaur have Razor Leaf/Petal Blizzard, my 2 Blastoise Water Gun/Flash Cannon, my 11 Arcanines Bulldoze and I could give some more examples.
I'm not complaining, I'm just wondering why and I really start to doubt about the fact it's totally random ;-)
