How many times can you change your pokemon go avatar nickname

I googled and it says 1 time but I swear I saw someone in my neighborhood with the same account but has changed his nickname twice. How is that possible?

As many times as you email a Niantic rep and have them reset it for you.

Had mine changed twice. I emailed niantic on my second name change. Took a month before they give in to my request.

A month actually seems like a pretty good response time. They might have a queue of requests to go through, and they might be reviewing account activity before allowing a name change.
