How many 100% IV mons have you gotten? + An evolve question

I'm just about to level up to 30 and I've never hatched a perfect iv pokemon from one of my 400+ eggs. But, today when I was out walking (found 8 santa-pikas in an hour btw) I finally catched my first ever perfect iv pokemon! And what's even better, it was a level 25 Poliwhirl - perfect for a potential Politoed (prob spring 2017 tho).

How many perfect IV mons have you had/got, and what level are you?

Also, since I'm just about to level up to 30, I've got a question regarding. I've just walked my magicarp up to 400 sugarbits so I'm able to get my second gyarados.
Got a magicarp lvl 20, 123cp, iv:s were 91 if I'm not mistaken.
How much more likely is it to find higher level mons when reaching lvl 30? Is it any significant difference?
I've only encountered one magicarp above lvl 20 earlier, so I'm wondering if I should just go with this one and just suck it up and spend the candy and dust required to get the gyarads to ~lvl 30 or keep looking for a higher level carp (with good iv:s ofc).
