PVE Offensive Moves Explanation

• Bug Bite with Bug Buzz makes for Vivillon's best overall moveset, but it's still not outstanding. Stuggle Bug is a weaker option.
• Gust with Hurricane is the silver-medal for movesets, but is objectively weaker and has even stronger competition. Aerial Ace is generally worse, but the fact that it's 3-bar makes it an ideal second move to compliment Hurricane when low on HP.
• Energy Ball is lackluster.

PVE Defensive Moves Explanation

• Gust is easily the best move option, as has very high base power, which is ideal on defense.
• The Charged Move to pair with Gust comes down to Bug Buzz and Energy Ball. The former is harder to avoid and will hit harder due to higher base power and STAB bonus, the latter has counter-coverage against Rock Types and a slightly better neutral damage profile.
• Struggle Bug is less powerful, but the fact that it's off-type makes it the best option to pair with Aerial Ace.
• Vivillon will probably never get out a Hurricane due to its frailty.

PVE Overview

Vivillon is the regional basic bug-Pokemon of Kalos, and it's far from great. But raid/defense performance isn't the only reason to nab this Pokemon, as most players will want to collect the various formes and then put them on their local gyms to show off.
