Type advantage matters. Gengar is absolute garbage compared to your other options and SW is horrible on Dragonite. L20 Rayquaza really should not be considered an option if you have access to literally any L30 counters.
There are three decent alternatives:
1) Jynx with two ice attacks (Jynx have the highest attack stat of all ice pokemon)
2) Articuno (A very good defence stat makes it unlikely that you lose built up energy for the charge attack)
3) Kyogre with an ice charge attack.
No other pokemon will even come close. Thus, begin to catch and develop those Jynxes as soon as possible.
