Rayquaza team

The ice event helped a lot. Unfortunately none of the high level/CP Shellders that I evolved got Avalanche. But I did evolve 3 L30 PS/Av Piloswines. I also have a high CP, high IV Lapras with FB/Blizzard, for the last slot.

Against a Rayquaza with Outrage, should I swap out the DB/DC Dragonite?

Depends on your other options. Dragonite is much better than an Aurora Beam Cloyster for example, even against a double dragon moveset. How about your Walreins and Jynxes? Double rock Golem, DG Gardevoir and SE Tyra are also decent options, all much better than the Raikou.

Rayquaza is neutral to electric because Dragon and Flying so Raikou is useless. Use a Walrein or Gardevoir instead.

It's just about okay for the double flying Rayquaza...but yeah, many better options for the double dragon/mixed moveset ones

Move the ice mons further down the list.
Best counters against Rayquaza by damage output per cycle (my personal list with stuff that I already have, except Rayquaza and Piloswine)

L38 Rayquaza TTW 565s Power 16,5%
L39 Dragonite TTW 571s Power 19.1%
L20 Rayquaza TTW 862s Power 7,6%
L36,5 SW/DP Dragonite TTW 745s Power 14%
L30 Cloyster TTW 667s Power 15,2%
L31 Gardevoir TTW 758s Power 16%

Type advantage matters. Gengar is absolute garbage compared to your other options and SW is horrible on Dragonite. L20 Rayquaza really should not be considered an option if you have access to literally any L30 counters.

SW is only horrible against other dragons. You'll be surprised how well SW/O performs against neutral targets.

There are three decent alternatives:
1) Jynx with two ice attacks (Jynx have the highest attack stat of all ice pokemon)
2) Articuno (A very good defence stat makes it unlikely that you lose built up energy for the charge attack)
3) Kyogre with an ice charge attack.

No other pokemon will even come close. Thus, begin to catch and develop those Jynxes as soon as possible.

I do think other better alternatives are available.

Also, the Rayquaza raid seems to be after the Kyogre launch.

So, my advice is that to use the Blizzard Kyogre to raid.

I guess you're right, but Rayquaza is Mewtwo level in power and popularity and I doubt we'll see it until they figure out EX raids and how to deal with extremely sought after mons.
