Overview
Sporting a double Flying Type weakness is never good for a raid boss nowadays, and Hisuian Decidueye just does not have the tools needed to fight against the titans of the sky. If you've got a handful of the better Flying Types ready to go, then it should be pretty easy to run through this fighting owl.
Note that many of our picks here put extra emphasis on TDO, as most of the top options picked via this metric still have DPS well above solo-level.

Mega Rayquaza... seriously, go in with Mega Rayquaza alone and it'll be able to finish this without being knocked out and plenty of time on the clock.

ALL of the good Flying Types and MANY of the mediocre Flying Types are far and away strong enough to take down Hisuian Decidueye. Seriously; our guide only covers a few of the top counters, but many, many more Pokemon are solo-worthy here.

DPS is not a problem here, and neither is TDO. Though a bit of dodging can be helpful for clearing a bit quicker if your Pokemon is close to its next Charged Move, but also low on HP.

Mega Rayquaza is the best counter here aaaaand Hisuian Decidueye just fainted while I was typing that.
All kidding aside; Mega Rayquaza is quite literally strong enough to solo Hisuian Decidueye. Don't mis-read that; I didn't say that it's solo-worthy, as in it is strong enough to be on a team that can solo this raid, it's literally capable of curb-stomping Hisuian Decidueye as the only Pokemon on your team. It might be a good idea to dodge an attack or two as the margin for error is only about 12% in most cases, but it's still not hard to manage this alone. So go Mega Evolve your Rayquaza and run through this raid in easy mode.

Mega Pidgeot can't solo Hisuian Decidueye without Windy weather and some great luck/dodging, but it's still very, very much worthy of a solo team. It can't hold a candle to Mega Rayquaza, but it's still as strong as heck.

While not on a par with the Sky King mentioned above, basic Rayquaza still has tremendous power behind it in part thanks to the power of Dragon Ascent. This is another easy-mode pick, to be certain.
