Overview
Tornadus is the first of the Forces of Nature to come to Pokemon Go, and it's a bit more challenging than it may seem due to its potentially hard-hitting moveset. However, this is still very much a duo-viable raid. It's going to be fairly difficult for most who attempt it, but it's definitely doable. On that note, this guide will focus on the Trio as it's actually a fairly easy job for the most part.
Approach
Team composition
-
Electric Types tend to stand at the forefront of this raid, with Shadow Mamoswine making Ice the main runner-up
-
Rock Types have defensive advantage against most of Tornadus' moves, and have solid average performance.
-
The top Mega Evolutions tend to provide large advantages, with Electric and Rock Types standing on the forefront.
Battling strategy
-
The trio may require a re-lobby, the duo almost definitely will require multiple.
-
Aim for positive weather in order to increase your odds
-
Try to fit your counters to Tornadus' moveset, and keep weather in mind
-
Dodging is recommended in order to keep from having to relobby
Note: "Good" movesets are not necessarily viable at the level indicated.
Best Raid Boss Counters

Rock Throw | Rock Slide | Best |
The overall top Mega Evolution, Mega Aerodactyl hits very hard and lasts a good long time thanks to its ability to resist Hyper Beam and Flying Type movesets while also having the distinction of being one of the only Rock Type counters that isn't weak to Grass Knot. It's an all-around top pick that can work well regardless of circumstance.

Thunder Fang | Wild Charge | Best |
Despite not having the lasting power of Mega Aerodactyl, Mega Manectric sets itself apart by its higher DPS and a generally superior Mega boost. Electric Types tend to lead the pack for sheer power in this raid, and having this sparking K9 on the field can net some huge overall damage.

Volt Switch | Zap Cannon | Best |
Charge Beam | Zap Cannon | Best |
While it has lower DPS than Mega Manectric, its DPS is still duo-worthy, and its TDO is substantially higher. While not as impressive as the competition, Mega Manectric is still a very viable choice for this raid.

Frost Breath | Avalanche | Best |
Shadow Mamoswine's best friend, Mega Glalie is here to provide boosts for the handful of viable Ice Types on the field. It's a bit behind, but it's still solid in its own right.

Less powerful than Mega Glalie, its main claim to fame is its higher TDO in part thanks to its resistance to Grass Knot.

While weaker than the other options in this raid, Primal Kyogre is a high-priority "Mega Evolution" that most players should have access to, and the fact that it boosts Electric Type moves while on the field makes it a good "budget" option for this raid.

Xurkitree absolutely fries poor Tornadus, sporting a DPS that's top-notch for this raid. An army of Xurkitree will make quick work of this unfortunate genie.
