PVE Offensive Moves Explanation

  • Tackle benefits from STAB and is better for neutral fights. However it can't benefit from a Super Effective multiplier. 
  • Rock Smash is a poor move, but synergizes better with Ursaluna's Ground-type role. 
  • High Horsepower* is a move limited to Community Day events and Elite TMs, and is required for optimal performance.
  • Fire Punch, Thunder Punch, Ice Punch, Swift, Trailblaze, and Aerial Ace are all not good for Ursaluna to use on offense.

PVE Defensive Moves Explanation

  • Rock Smash is better for defense thanks to its much stronger base power.
  • Tackle is quite weak for defense. 
  • Fire Punch is great for taking down Grass Types that could prey on Ursaluna
  • Thunder Punch can blast Water Types that would hit Ursaluna's Ground typing
  • Ice Punch doesn't really have much direct counter-coverage, but it's note-worthy for taking down the powerful Dragon Types that are very common for gym clearing due to their high power and outstanding neutral coverage.
  • Aerial Ace hits common Fighting Types that would counter Ursaluna while also taking down Grass Type counters.
  • Trailblaze is nice, but it falls behind the other options.
  • High Horsepower* hits hard, but Ursaluna probably won't get to it.
  • Swift is too weak to be genuinely worth considering on Defense,

PVE Overview

Ursaluna has grown quite a bit since it was a cute and cuddly Teddiursa. Unfortunately its utility hasn't improved much for Pokemon Go; a combination of poor moves (mostly its Fast Moves), and subpar stats compared to existing meta Pokemon makes Ursaluna mostly a dex filler. A weakness to common Fighting-type damage doesn't make it very valuable for gym defense either.

PvP Moveset Explanation

Tackle + Thunder Punch or Fire Punch and High Horsepower or Trailblaze

Tackle is now a decently viable move thanks to an energy buff from the Season of Light update. It benefits from STAB and offers average damage output and energy generation. Rock Smash is a very bad move for PvP despite its useful typing.

Both Thunder Punch and Fire Punch are viable options for Ursaluna, and both could be considered simultaneously in some scenarios. While Ursaluna lacks STAB damage on both of them, the ability to access coverage options at relatively low energy costs is appealing. High Horsepower is recommended for its strong STAB damage, in addition to its wide coverage. It is typically a good idea to pair this with one of the elemental punches. Trailblaze offers counter-coverage to Water Types if Thunder Punch isn't used, and can self-buff Attack on use.

PvP Rating Explanation

Great League: 1 / 5

Ursaluna's performance is lackluster in PvP due to multiple common weaknesses, unimpressive bulk, and a much needed improvement to its moveset. Prior to its release, one of the best scenarios for Ursaluna was to obtain Shadow Claw as a Fast Move option. Unfortunately, Tackle and Rock Smash simply don't cut it for Ursaluna, with most matchups against the meta ended up as losses. 

Ultra League: 2 / 5

Additional stats from Ultra League helps to lift Ursaluna up a bit, though its main drawbacks are still present. The benefit of Normal typing is more evident in Ultra League with more common Ghost-types, but Ursaluna leans towards niche more than meta. 

Master League: 3.5 / 5

Ursaluna is much more suitable for Master League thanks to its impressive stats, approaching almost 4000 CP at level 40. In this league, the lack of Grass-types benefits Ursaluna, since it has fewer weaknesses to be concerned about. Common Dragons and Fighting-type Pokemon have both good stats and more efficient (or effective) moves than Ursaluna, which is the main drawback. Overall Ursaluna is a good consideration for Master League, and is relatively cheap compared to other Pokemon thanks to resources obtained from its Community Day.
