Overview
Any time that Deoxys-Attack shows up, it's always an exciting prospect. And this isn't due to its utility; nope, this guy is currently borderline useless. It's exciting because this is the single easiest Tier 5 in the entire game, and a great chance to farm resources! If you've been around for a while and have a decent raid group, then chances are that you can solo Deoxys-Attack. It's extremely frail, and can easily be destroyed by off-type counters.
On that note, this raid guide is going to look very different from what we normally produce. Why is that? Because Deoxys-Attack can be soloed by a huge number of Lv.40 Pokemon, so our guide will actually focus on TDO over DPS. Deoxys-Attack can hit very hard and will take out many of the normal Psychic Type counters pretty quickly, so the best play is to pick up counters that will curb-stomp this space virus via solo-viable DPS while staying on the field for as long as possible. A lot of Pokemon are capable of the solo beyond what we have here, but this should be a good starting point.

Mega Gyarados is the TDO King among the Mega Evolutions. It doesn't like Zap Cannon, but doesn't mind anything else that Deoxys - Attack can throw at it.

While it feels odds to use a Pokemon that can't deal Super Effective damage, Primal Groudon's huge power and moveset allows it to be more than solo-worthy while sporting a huge TDO as well.

Another odd one, but Mega Gardevoir is actually one of the optimal choices for this raid. Why? Because having this Psychic Type Mega Evolution on your team will boost your ability to obtain bonus XL Candy from this raid. It doesn't like Poison Jab, but it's still got an outstanding TDO.

Mega Gengar is the DPS option, but it falls pretty far into overkill. On that note, it's absolutely optimal against Poison Jab/Zap Cannon.
