The catch level isn't dependent on your level (although your level is a ceiling to what you can catch).

I caught a Charizard with 642cp, and another trainer also lvl33 caught it at 1648cp. Just luck!

CP will vary among players at different levels. What stays the same for everyone are the moveset and IV stats.

I have done this test a thousand times. IV stays consistent regardless of who catches it, CP is a random roll. I have been level 25 and caught a 50 CP mon while my buddy who plays every once in a while, level 12, caught the same one at 635 CP.

Your question doesn't make sense. You didn't post your pokes level, hp, or IVs.

Most likely its level 2 or 3 but other than that, not enough info to say.
