Togekiss has no good charge moves and giratina has access to ancient power (which puts the hurt on togekiss faster than kiss can hurt tina). So all in all... it's not great. Use it for raids, because it's not making PvP waves, but maybe don't power it up because powering it past that 2500 point isn't going to show a significant improvement in DPS
How does Togekiss perform in the ultra league?

I have a togekiss at CP2500.
Just curious how does it perform in the ultra league?
And should I keep it at CP2500 to use in the ultra league or power it further to aid in the Palkia DM raid?

I actually signed in just to post my experience - I was fortunate enough to get hidden power ice, so i run hp ice + aerial ace + dazzling gleam and it's decent. It covers both grass and dragon! So maybe it's current effectiveness is dependent upon if your hidden power is usable? I just evolved another with hidden power dragon. Idk if I will use it; decent neutral coverage. We shall see. but perhaps try it out? maybe it could be useful in the future if it gets access to a fairy fast move. You can't go back once you invest star dust (also!)
Not sure what you're getting at, but I'd assume that anyone who has a powered up Togekiss also has an army of dragons to send in as cannon fodder. The Togekiss will be a great addition to the lineup, but it's unlikely to allow an attacker to do anything he couldn't do without it. With only three weeks of Palkia left, investing in a Palkia-specific counter seems dubious.
As I said elsewhere in this thread, I have one of these HP-dragon Togekisses, and I'd love to have a justification to max it out, but Palkia doesn't seem like reason enough.
I also have Ice HP and it's really great. It's not that you would switch to it for beating Giratina, but it can handle it pretty well (most people around my area are reluctant to buy a 2nd charged move for it and Dragon Claw is more common). It handles very well any other dragon that comes in - Flygon in particular is very common in Ultra League and falls like a house of cards. I gave mine Flamethrower as 2nd charged move and the coverage is fantastic - Scizor and Metagross suffer it a lot if they're put to counter it.
However, I still feel that the low level requirement for the CP cap hampers its performance from being a top pick in Ultra League.
I have a similar dilemma. I have a 98% Togekiss with hidden power (dragon) and aerial ace. Because of the near-perfect IV's and good HP roll, I've already made up my mind to add DG as a second charge move. However, with it currently being at CP 2469, I'm undecided whether to keep it at that CP for ultra league use, or power it up for raid & gym attacking. I'm leaning towards powering it up, but Palkia won't be around much longer, and it's not as useful against other dragons such as Rayquaza. And while I can always decide to power it up later, I can't ever power it back down to ultra league level if I power it up now.
