How are EX Raids triggered?

It's been a while since I received my last EX Raid pass, and I'm wondering if it is known how EX Raids are triggered. How many Raids are needed in a certain week? By how many different players? From when to when?

At least 20 unique accounts need to raid at that gym over the course of the week. It doesn't matter if it's a tier 1 or a tier 5, just 20 different accounts.

Edit: Let's say you have 10 accounts for a tier 5 raid on Monday. Then on Tuesday and Wednesday, 9 more different accounts fight raids in that gym. Then on Thursday, 1 different account fights another raid. You should get an EX pass that week.

The unique accounts have to raid between Monday to Sunday? When are EX Raid passes sent out? Monday?

Usually they are sent out 7-8 days after the last one. But you really can't predict exactly what day it is on. For example, last week (I think) the passes were sent out early for some reason.

So ideally, raiding anytime from Sun to Thurs would be safe. The system itself is such a mess so it's hard to keep track of everything.

We triggered an ex-raid with 16 accounts on an L5 raid a while ago in our town. I'm pretty sure there hadn't been any other raids with many accounts on that gym that same week. It's only a small town and nearly all players were present at that one raid.

Well, I don't know if they've changed any of the requirements recently, but I've always read on various TSR threads that's it's at least 20 accounts.
