Not quite what I bargained for

Traded a shiny Groudon (had 3 so why not) for double legacy Dragonite: Dragon breath/Dragon claw. Its stats became 68% with 4a/14d/13hp. Overall love the legacy moveset and considering adding Outrage but at a 4 attack stat is it worth the investment?

Edit: i didn't see the Dragonite post before this one, totally didn't mean to post another one.

If it's below 1500 or 2500, and you like PvP, that is a great moveset and a great IV spread for capped-leagues. Obviously, it's not Giratina/Kingdra/Altaria, but low Att-IV mons are valuable in PvP.
