Also how good is shadow ball in masters? I know theres thing slike metagross and lugia, but raikou already wins those battles, is shadow ball just for neutral hits on things like groudon?

Honestly I have no clue. It depends on how Niantic has re-balanced the move...
That said, it hits M2 and Giratina for SE.

Yes, there are several relevant psychics (M2, Metagross, Latios) and Giratina that Shadow Ball will help with.

Making Raikou not completely helpless vs Groudon is pretty big, and a single Shadow Ball can do a respectable 40% chunk so Groudon can't just sit there and charge up to 100 energy. Throw in a few Thunderbolts (EDIT: Wild Charges bc they nerfed Thunderbolt) on shield predictions and Raikou can potentially make the matchup close.

Hitting Giratina and Latios is also huge as they used to counter it pretty hard.
