Which baby should get a 2nd attack?

I don't spend Stardust, but as I recently reached a goal in terms of Stardust I decided to treat myself to giving a baby Pokemon a 2nd attack. I'm then going to evolve it.

However, I'm not sure which one to pick.

These are the contenders: (name/IV)
Elekid 98%
Togepi 100%
Magby 100%
Azurill 98%

I have a few others of course, but these, in evolved form, are probably the best. I mean, I doubt it's worth spending dust on Pichu, right?

I doubt most of them (apart from Elekid) will have any real use in raids and I will probably use others for battling gyms.
I also don't do PvP that often, but hopefully will do more in the future.

So which one of those four would be best to give a 2nd move?

For raids you don't really need a second move on much, none of the babies you mentioned would be worth it purely from raiding.

For PvP Togepi and Azurill would be your best bet. Azumarill benefits greatly in Great League with two moves and Togekiss would benefit from it as well. Keep in mind if you're able to catch weather-boosted Marill evolving a high-level one and buying a second move can save you more than getting the baby discount.

Elekid is a bad choice, since all it's charged moves are electric. You gain no new typings, and get a different flavor of the same stuff. WC and Thunderbolt perform comparably in PvP, so you gain almost nothing by having both.

Azurill is probably the best bet, as it has a nice dual typing, and decent moves with both (as Azumarill, of course), with the caveat mentioned above.

Buying the charge move on Elekid may help you save TMs. It's an investment of 10k dust to ensure you most likely won't need a CTM and at most need to use one, instead of potentially requiring many more to hit Wild Charge.

Exactly what I did with mine. I evolved my first all the way to Electivire and got Low Kick and Thunderpunch. Learned from my mistake, spent the 25 candies and 10k stardust on another Elekid and evolved all the way again, just to ensure I’d get Wild Charge. I see TM’s being very valuable because I have horrible luck getting them from raids, so I saw it as a “cheaper” alternative. It’s really not a bad move to buy a 2nd charge.

I would absolutely rate CTMs as more valuable than 10k dust, that's only 100 normal pokemon catches, whereas it could take 10 legendary raids to get a single CTM drop.

I recently had a similar choice.
A second move doesn't help much with Magmortar or Electovire. Buying a second move potentially saves CTMs down the road; but that's all.
Azumarill isn't useful unless you pvp in great league a lot, it which case you might consider him.
That leaves Togepi. He has 2 useful charge moves, has evolved forms that are rare in the wild, and the potential for at least niche use. That's who I went with.

i'd say only azuril really. electavire has monotype sets, togekiss doesnt really see much raid usage, and magmortar's a good firetype, but brickbreak it its only nonfire move, and it doesnt go much aside hit rock better in pvp, as fire hits both ice and steel for super effective STAB

Azumaril gets three great charge moves for PvP, ice beam for altaria, flygon and grass types, play rough also for altaria, and flygon as well as medicham and STAB and hydro pump for good neutral stab. dont know if ground, fire or rock are common in great league

Targets for HP aren't that common and the fast move is already water-type, so Azumarill tends to carry PR/IB. PR is great for neutral damage and hits quite a few targets for SE, while IB destroys two of the double weak dragons even from full health and covers the grass weakness. The downside is that steel-types wall Azu, but some of them like Steelix and Skarmory take neutral damage and are thus likely to lose to Azu anyway.

DEFINITELY Togepi.

Electivire is only electric charge moves, so no need there.
Magmar isn't even particularly strong, although at least usable in PvP with the second move.
Azurill likewise would benefit in PvP only.

Togekiss would be useful with having both a fairy and flying set. If you get lucky with Hidden Power you'll always get it back. So you can constantly use fast TMs to switch back and forth. Good in PvP (against Dragons) and also PvE (as an Anchor in raids against Dragons, especially if you get a good hidden power type). Of course if you have lots of better raid counters then it's unnecessary, but it's still a great option against Dragon bosses with dragon moves.

EDIT: Just realized I misread that you were hoping to do more PvP in the future: so Azurill is a great choice for that since Azumarill is really good in PvP.
