What is the point of charge move with less DPS than quik one?

I've just read https://pokemongo.gamepress.gg/Q-A/victreebell-leaf-blade-or-solarbeam-attacking and was surprised with phrase "If you face a vapo with hidropump, solar beam is better
If it is an acuatail or worse a hydropulse" - hydropulse DPS is less than Water Gun. How using it by opponent could be worse?

It is not about DPS but the cooldown

Example: After you attack with solar beam (long cooldown) you can be hit by short cooldown enemy charge attack like hydropulse

This is valid if you dodge when fighting

Yes, but my question was about opponent attack - why DPS 10 attack is worse then higher DPS, even that charge move is just 10 DPS, which is less then DPS of quik move of waporeon with same water type.

Attacking and defending a gym works very different, when attacking, you want a quick attack that has the shortest cool down, so you can spam it as often as possible between the defending pokemon's attack, and still be able to dodge, then you want a charged move that deals as much damage as possible in one hit (a single long bar), so you can use it once, then keep attacking and dodging. Defending is different, when defending you want a quick attack that lasts as close as 1.5 seconds as possible (that's the time the AI "waits" between attacks), and you want a charged attack that the AI can spam as often as posibble (again as close to 1.5 seconds as posible), because that's gonna give the highest damage output for the AI's attack pattern. Basically, the AI will try to attack once every 1.5 seconds, if it has a charged attack available, it will use it, if it doesn't, it will use the quick one, so what you want, is to have the AI to have the charged attack available as often as possible, so it gets a higher damage output.

Thank you. All clear to me now, except one thing - how energy is accumulated? I remember reading its' speed is based on attacks. Where can I read comprehensive info on energy accumulation for both attacking and defending? Thank you!
P.S. What is StaminaLossScalar? Where colors on hp bar are explained too? (like today in one battle hp bar was becoming yellow more and more w/out getting white-empty and then at once no hp and end).

What Radiant said basically.

Water Gun has such high DPS on attack because you can use it 3 times in 1.5 Seconds. The defender would only use it once. Since its power on defense is so much lower it is better every time the defender uses its special instead,.

you did the math wrong.

35/(3.3+2)>>6/(0.5+2), the DPS posted every where is just attacking DPS, defending DPS is diff

Thank you. Where defending DPS is posted? Is there any place where can I read comprehensive advice? I myself for example, recently came to conclusion that other staff same, best IV for attack for building (raising prestige) of Gym is 0/15/15.
