Groudon or Kyogre?
I only have enough dust and rare candy to power one fully up. (I'll be looking for boosted ones so i can get it at lvl 25 instead of 20) Which one do you recommend?

Unless you need your Kyogre now to defeat Groudon I'd recommend waiting until they both leave so you can build up more candy for each as well as rare candy from the raids.
After that, power up whichever you have a more urgent need for. They're both the best attackers in their respective roles. Groudon has potential to be needed again sooner depending on when they drop Dialga in our laps, though it relies on weather to be better than the less-costly fighting types. Kyogre is reliably a top tier counter in any matchup that has a water weakness, falling behind only when another type is doubly-effective or if another type has more favorable weather.
I'd say wait for now, you could get a shiny, or a great IV/perfect,
I knew a guy who got a perfect kyogre day 1 of its return, maxed it within the hour, next day got a 98% shiny and no candy left for it.
Though id recommend kyogre over groudon for powering up, water outperforms grass agaisnt poemon with equal effectiveness unless grass is weather boosted, ad contrary to last month's raids, ground sees relatively little use.
I'd go for Kyogre if you're that pressed for resources. No water types that are out or coming this year come close to it. Palkia has great stats, but no water-type fast move. The community day starters are also good, but even hydro cannon Empoleon isn't gonna catch up to Kyogre (also it's a long way away).
Groudon is amazing, but Garchomp won't be far behind it. Groudon's better if you're planning on doing master league pvp, but most pvp is focused on great league at the moment.
It only out DPS's kyogre against solar beam sets, which are the sets you wouldn't want to use a water type against, let alone a water/ground type, as its liable to be OHKO'd
There may be no pokemon that can put groudon into obsolete, but type match ups sure do. when another type has equal level of super effective as ground, even groudon lags substantially. Compare agaisnt thunder/dragon breath dialga, machamp, blaziken, haryama and even Lucario all lead Groudon's DPS. Machamp being by around 3.8 DPS, in a game where .5 to 1 extra DPS is big for counters, thats very sizable. Ground only stands out when it holds supreme effectiveness over a type, thats why It was best agaisnt heatran and electric types, no other type has the same level of effectiveness as it.
