Ivs and Base stats

I have a Venusaur 2116 60% 8/12/7 level 31.5 Vine whip/Solar beam. Solarbeam doesn't seem to do much damage although it's under high DPS per type in GRASS. My Executor 15/15/11 solarbeam does more damage. Question: Is it due to venusaurs low 8 attack stat that is the reason why SB doesn't do much damage? Can 8 vs 15 in atk really make a difference?

IV only makes a small difference. Exeggutor has a much higher base attack than Venusaur (233 vs 198), so it does more damage.

This is the correct answer. Those base attack values he gave only add the iv number to them. Venusaur will always start off 35 attack value lower than Eggs. Venusaur just does a bit less damage but has other things to offer in return due to typing of his quick attack and other stats. :)
