Yes, when you transfer the kakuna you will get one weedle candy.

I don't know if Zer0v explain it correctly. If you evolve a pokemon, you get 1 candy.

When evolving a Weedle, you will lose 12 candies. After evolution, you will gain 1 candy for obtaining the Kakuna, and if you transfer the Kakuna, you will gain 1 more.
