Assuming this is a question about how to know when a friend will become an "Ultra Friend" so that a Lucky Egg can be used for the bonus experience.

I myself don't know that because ... ahhh, ... well, no "Ultra Friends" yet.

When you look at a friend you can tap on their friend level. It will bring up a page showing how many days you have to get to any level, as well as all the perks your level offers
