Is Steelix worth powering up?

Gamepress lists Steelix as the best Giratina counter. I have a good one (15D, 15HP) with an optimal moveset but it's low CP and I'm wondering whether to power it up for use in slaying Girantina in the Ultra League (I've yet to see one, however) and be a nuisance towards Grass, Electric and other Dragons. Here it is:

Steelix also works well as a gym wall against metagross., and a PvP counter to giratina
However, Steelix also does possess a lot of weaknesses to pokemon in ultra. The starters with their CD moves are quite common, and steelix is weak to fire and water.

I wouldnt do it. Like you I didnt see one single Giratina till now.

Steelix has great stats but bad fast moves and weaknesses to many common Pokémon in Ultra make him pretty mediocre.

Giratina will catch on when more people ditch the "if it's not good in raids it sucks" mentality. I hopped on the Giratina wagon very early and it's secured a permanent spot on my team.

I have a maxed 98% one which falls just under the 2500 cp limit. With Dragon Tail and Crunch, it does fairly well against Dragons. I think a lot of players find it surprising how well it does, though that's not saying it lasts too too long. I wouldn't use it int he 1500 league.

It's not the worst mon in great league. Generally worse steel-type than Skarmory, but still good against Altaria and Cresselia and hard counters electrics if you're expecting the opponent to bring one in.

Max CP is 2414, so they all fall under the 2500cp limit.
