Is it worth powering this mon over a 93% with 15 Attack?

For raids, no. Not with its current move pool.
For PVP, I’d say maybe if not for its double weakness to ground. That’s enough to stop me from powering up my 98% weather boosted one. Maybe someone can change my mind on that.

Ground can be forgotten in someone’s PVP crew, but not likely ground AND water. However, I’m collecting candy and getting luckies on things people wouldn’t normally (or smartly) power up...I mean, nobody will have a Groudon in master league assigned to squash Heatran (however, they would likely have a Groudon there to beat a big Metagross). At least we’ve gotten used to collecting and saving for a theoretical rainbowy day in 2020.

I'd power the 93% with a 15 attack. 98% with a 14 attack is a kick between the legs.

Try to trade them and get others back. I have 80 candy and two boosted luckies. 15a/15/13 and 15a/13/12. Might actually end up being something better than it currently is when it is summer sunny, who knows. A sane person wouldn’t flinch at powering/maxing a 14a/15/15 Rayquaza, Mewtwo, Groudon, Kyogre, etc...however, this isn’t that...collect candy and wait (plus trade your extras)
