I have always liked the idea of varying the level of raids expecially legendaries. I have been lucky enough to get at least 1 of each so far but i know many players havent. Say you fight heatran for example in a tier 3 and get a level 5 insted of the normal level 20. You will need more candy to power him up than if you did a normal tier 5 with a group
won't it be great if we can choose the difficulty of the raids.
I think this will make each raid more fun and more challenging. Imagine that a t5 magikarp, or a T10 heatran that needs 15-20 players to defeat and gives a lot more reward than T5?
if you live in an area that do not have a lot of players, a T1 or t3 heatran with lower reward and level(lv 15 or lv10) will be interesting.
Got this idea from playing diablo3 in which you can choose the difficulty of the game yourself.
Also, how about a special raid that will reward you only if you and the team defeat all the raid bosses in a row? Like the weather trios or the Titans. :)

While nice on paper, the problem with this idea is that it is easily exploitable: high level players would always go for level 3 legendaries to solo them; yeah they would be at lower level but it's much easier to get candy this way and there are the PvP caps as mentioned so that wouldn't really matter; also imagine everybody getting tier 5 rewards from Magikarps who even at that tier would be ridiculously easy.
Honestly it would be really, really hard to make it in a way that doesn't breaks the game, and I don't think is worth the effort.
