Anyone else getting this PvP glitch?

This is Niantic, and so we were bound to have issues as the pvp feature was being released. However, no one else in my discord group or local play group are experiencing this so I wanted to see if others were, or if it's just something on my end.

Whenever I go for a trainer battle, regardless of the fast move I'm using (everything from fury cutter to dragon tail), my pokemon waits almost a full second before attacking again. Everyone I battle, however, doesn't have this problem, and it doesn't show up when I train with the gym leaders (timing is normal there). Has anyone else encountered or know someone who has encountered this same glitch?
