Shh, We dont need smogon ruining another pokemon Pleayer verses player. Most just no-brainers their recommended sets and banlists without their own input for team compositon
In all seriousness I agree it seems like higher IV's for ultra and great are almost completely irrelevant and in some cases it seems like lower iv's might actually be BETTER as we can see from your blissey.
How much will IVs really matter in Great/Ultra leagues?
My best Blissey is actually fairly weak... it's LV35.5, and has 11A/14D/14S IVs. I'd call her "usable" on defense.
Now let's say that I get a 100% Blissey and want to power it up as close to the Ultra League cap of 2500 as possible. Well, based on the chart, I could power it up to LV33, and hit a CP of 2482.
...meanwhile, my current blissey has a CP of 2499, the highest possible CP for the ultra league. Does this mean that my blissey is better suited to this league than a 100%? And just how much of a difference will it make? Are we talking 1 extra second of living? 5? 10? In that case, how about taking even low-IV mons and getting them as close as possible? Would a 0% Blissey at LV22.5 and 1499 CP do better than a LV19 100% Blissey at 1497 CP?
...I know that this is all speculation as we don't know the answers without knowing the calculations and effects of the new system. But the point that I'm actually trying to make is this: did Niantic really just give us a way to use any 'mon that we catch off the street, and still have them able to compete with 100%s? Because if so I REALLY have to hand it to them; they found a VERY effective way to stomp out elitism in all but the Master league!
I would also like to point out that the basic idea here is so smogon it hurts.

In a game like this, there are definite better pokemon. in the main games not really, theres a lot more room for creativity and such with status and abilities that a game like GO really doesnt have when it comes to team compositions
Same here. Theres a lot of pokemon I really like that really arent the best options and PvP beign the way it is really opens the door to a huge number of them. Like alolan ninetales could actually be a really great hard dragon coutner now, the regi's actually being great for something, making tanky legendaries people didnt really like raiding so much better to the point some regret not raiding them
As you say, IV's won't matter that much.
Your Level 35.5 Blissey is just fine on defense. A 8/8/8 Blissey is just fine on defense.
In fact, if we find out that Defense is more important in PvP than attack, then the best possible stats will be 0/15/0, to jack the defense as much as possible, and raise the level until one more power up would put the CP over 1500 or 2500. Any pokemon can be competitive with CP caps, IVs are not important for that. They still matter for the Master League, but not for Great or Ultra.
It's all about figuring out what's optimal. With no cap, top IVs are clearly optimal. With a cap, not so much.
