I don't believe they've started yet.

Edit: They haven't. In fact, the rest of the world are having their special event before Asia-Pacific this time around.

Not exactly. The event begins at 1 PM PST (edited), or 4 PM EST, worldwide. The bonuses (2x dust, 2x XP, 1/2 egg walking distance and 3 hour lures) fall in the normal CD window, Saturday for Europe and the Americas, but Sunday for Asia. The event itself is worldwide, all at the same time, for 58 hours.

Yes, starts 1pm “California” time, that is equal to 4pm “New York” time and 3pm “Chicago” time.
