Gengar as a poison attacker

If for some reason you wanted to use Gengar as a poison-type attacker, what is the best moveset? Gamepress gives Shadow Claw/Sludge Bomb a B, but gives Lick/Sludge Bomb an X. I'm a little confused by this -- I would think Lick is better if poison is SE or in cloudy weather, since Lick has faster energy gain. Thoughts?

How would Lick/Sludge Bomb Gengar stack up against Roserade?

This X means that this moveset wasn't rated properly yet. It doesn't mean it is bad, it just mean they didn't give it a rating (Even when it is written that it has 0 viability). I personally think that you are right and Lick is probably better fast move when you want to use Poison Gengar.

The X does usually mean unviable/sub-optimal, but yeah - Lick is by far the best fast attack when poison is super effective. In cloudy weather even Hex outperforms shadow Claw. Here's DPS against fairy types in cloudy weather

That is super helpful -- it's clear Roserade is leaps and bounds above Gengar for this purpose. Moreover, since the fast moves perform similarly, it's clear that if you want to have a poison Gengar, probably better to evolve a level 35 gastly and give it something like hex/sludge vs powering up one of my Lickers.

Lick gives you more than 1 DPS over Hex in thus scenario, so unless you really need that Lick Gengar for something else, a Lick/Sludge Bomb Gengar is a good idea. Wish I had one, missed the event :) The only thing which could lead to second thoughts is that poison is not very useful given the lack of targets.
