So which pokemon has the highest neutral damage in the game?

1. Confusion Shadow Ball Mewtwo
2. Dragon Tail Outrage Rayquaza
3. Lick Shadow Ball Gengar
4. Shadow Claw Shadow Ball Gengar

Is what I thought it would be, but the information is different in different sites

Technically the highest pure neutral DPS belongs to Attack forme deoxys with zenheadbutt/Darkpulse, but thats only theoretical and its low bulk doesnt let it live up to that theoretical number.

Of those four, its DT/OR Rayquaza, about .6 dps above C/Sb mewtwo, then lick gengar, then SC, but in between those pokemon, theres a few others that out DPS both gengar sets

That is true, perhaps I should rephrase as highest DPS usable attacker.

What else comes between the gengar sets?

Rampardos with SD/RS out damages C/SB mewtwo but not Rayquayza, then BP/Mmash Metagross, DT/DM salamence and (unreleased ) DT/DM Palkia all out DPS lick gengar, and between the two gengar sets there's airslash/outrage rayquaza which doesnt have much use but its something.
Highest DPS usable attacker does exclude gengar in some scenarios, namely confusion mewtwo and thats mostly it as it faints so fast it preforms on part with most other counters, but deoxys is just unusable all the time

The highest is Deoxys Attack Forme, but that is clearly not viable and is likely even worse than Deoxys Normal (which is actually viable after the cp rework). It will be killed in 3 or 4 of the stronger fast moves like Volt Switch and Confusion as you know it.

Actually the highest out of viable pokemon is Rayquaza, then Rampardos, then Lick Shadow Ball Gengar, Confusion Shadow Ball Mewtwo, W Shadow Gengar, Metagross, Salamence and Palkia. I do not count Zen Headbutt Thunderbolt Deoxys Normal because it is an unviable moveset.

salamence has some of the highest nonlegendary attack stats in the game, though it likely hasn't built up the same reputation as gengar because it doesnt have a prestigious legacy move.

Also, Draco Meteor is but a single bar, leading to loads of wasted energy especially with Salamance's middle of the road bulk compared with its peers.

It is a single bar, but like solar beam its an extremely powerful single bar. Salamence doesnt have the best survivability when compared to dragonite, but its not like it goes down as easily as something similar to gengar, having over 70% on gengar's TDO

Where did you get that Mewtwo has higher neutral damage than Ray? I have never seen a single halfway credible site list anything but Deoxys above Ray.

I think it’s pogomoves or some similar spreadsheet based site. However the numbers are very close anyway, I think it’s 100% mewtwo and 99.4% rayquaza or something similar, less than 2% difference. Could very well vary with the methodology used.

Well, it shouldn't. I've done the math myself and no matter how you calculate cycle DPS and take into account base ATK, Ray comes up ahead of Mewtwo. Getting STAB for the charge move easily overtakes a 16 base ATK and somewhat better charge move difference.

Option 2: DT/OR Rayquaza.

Why? Because with STAB on both moves, essentially, Rayquaza has "341 attack".
Mewtwo doesn't have STAB on its charge move, so when using it, it inflicts less neutral damage.
Gengar and Dragonite both have lower attack, and therefore, less damage when you add in STAB (Gengar comes out to "313 attack" and Dragonite to "316".)
Deoxys normal has STAB coupled with ZH/PB, but Psycho Boost is super slow and by the time he uses it, its likely he would have fainted.

And that's with the Pokemon CURRENTLY released. Deoxys Attack with ZH/DP (Zen Headbutt/Dark Pulse) might absolutely destroy Rayquaza ("497" compared to "341"), but considering its bulk, don't get too excited.
