Who to evolve
First of all, I'm sorry that I'm adding yet another "help me choose" post, but I just can't decide.
I have one lvl18 Rhydon with 14/15/13 and one lvl28 Ryhorn with 13/15/9.
What's the better choice here with 160 candies? Go all in on the lvl 18, or evolve and take the lvl28 to 30, and then start saving up for the lvl 18?

I would advice you to wait, as Rhyperior isn't that necessary to have right at this moment. You might hatch a better Rhyhorn from the event 2k eggs for example.
If you want it now, evolve the level 18 Rhydon. You can get it to level 27 or so with the candy you have now and since Sinnoh Stones are heavily limited, you want to invest in the best IVs.
