Community Day exclusive moves

As it is announced that all exclusive moves will be available in December Community Day, are they guaranteed after pokemon evolution like before or just randomly assigned?

If guaranteed, will that be for only 3 hours or the whole weekend? Thanks for answering.

Did you read the announcement?
It clearly tells you moves will be available for entire event and nothing about chances...

I can relate to the fact that some may not understand what's going on. More often than not I'm always second guessing myself if I truly understood a "Niantic post".

The more important question is: Can my perfect Venusaur evolved months before Community Days existed or the perfect Tyranitar you raided a week after its Community Day learn the exclusive moves via TM?
