Is pokemon power up level capped at 38?

i have a perfect kyogre and i powered it up the most i could at level 38. i just turned level 39 and i can't power it up anymore. is the power up level caped at 38?

Max pokemon level is 40, but you can power up pokemon up to 2 levels above your trainer level.

Pre-weather boost, this meant that you could always power up a pokemon that you caught.

Pokemon are capped at level 40 but given that you can level up pokemon to be two levels higher than your trainer level you hit that cap when you are at level 38.
