Niantic is going to need groudon/RayQ soon
Without a return of one of these with a shiny form, a lot of the players will likely quit for the whole winter when it starts like this. Which in turn will make raiding even harder and reduce spending from even hardcore players. I can't see convincing my girlfriend to raid more than one cresselia - which will mean I don't go out to raid them either.
And dialga really better come during the winter months... We have such bad weather in Canada, we should at least get weather boosted dialga as a reward for needing to go out in such cold weather to play...

Personally I see Niantic kinda shutting down for the winter.... and a having either a big dragon or ground event featuring shiny versions of of Ray Q or Groudon in the early spring to get the masses fired up and playing again.... Kinda liked they did with Kyorge....Honestly I don’t think we will see another community day till springtime..... I just can’t see them having massive events that huge chunks of Europe and North America can’t take part off....But who really knows? .... I can’t figure out if Niantic is either really really smart or really really dumb....
People don't just suddenly stop moving because it's winter. I'm in Northern Europe and weather where you *can't* play is rare. It's more a question of "won't".
Regardless, I can't fathom how shutting down for the winter is a defensible financial decision for a company that relies on an active playerbase. People move on fast in mobile games and Niantic has not done a good job cultivating their loyal hardcore crowds either.

Devil's advocate, having a complete turd of a T5 boss is going to keep people indoors, i.e. not playing. Last year we had Ho-Oh and the weather trio for the winter months which kept people active in the game despite the frigidity of winter. It's gonna be a long winter with sunken profits for Niantic if the boss after Cresselia isn't a total banger.
To add to that, we had Community Days every month this year including the frigid ones. Why change that for next year?
I am more concerned with CDs taking place in the hottest part of the day, when the temp is over 40 degrees (well over 100F, for those using ancient measuring techniques).
3 hours spent walking during the hottest part of the day is going to be a major problem.
I guess heat stroke for most players will alleviate the Asia Pacific issues on CD.
I think the timing of Cresselia is due in part to the release of Let's Go Pikachu & Eevee. Focus for many of the most popular Youtubers has 'switched' to the console game & they are wanting as many as possible to give it a go. This is a time when Xmas prezzies are being thought about/bought & Niantic will be taking their cut from it for sure with the tie in. A popular Legendary release would've maybe taken abit of the focus away from Let's Go, I think the next Legend release will be a much better one when the Xmas shopping is done for this year & it's the holiday season. Weather is so diverse across the planet that imo not as bigger factor as the money machine.
