It seems weather affects moves of Pokemon evolved or caught.
Last time I was near a Jynx nest, I caught several Jynx, and a lot of them had Psychic moves due to windy weather. Now I evolved a Dragonair, and the Dragonite had Hyper Beam due to the partly cloudy weather. I haven’t observed this with TMs yet but I think the same applies.

No, they are prioritized to give bad moves if possible so every evolution merits one or more charged tms. There seems to be a priority order from these moves, starting from the worst having the biggest odds to stab moves having lower odds.
The odds however are sometimes tilted towards good moves, such as Espeon (Which actually has a decent chance of getting Future Sight) and Giratina (Which has a decent chance of getting Dragon Claw without TM.)

This is a site which is essentially a wiki/informational site for people to discover the truth about game mechanics. You have demonstrated a willingness to post/answer posts with information that is downright false at best.
