Power up typhlosion?
I got a 91% 15 12 14 typhlosion at 2296 cp with shadow claw and blast burn. Power up?

Yes, with the caveat that what we know about Heatran is from data mining. When Heatran is finally released, then we'll know exactly what it gets. Could be that they set it up with Fire Blast, and will give it Overheat on release.
That said, what we do know about it is the best info we have, but it's not the final word.
I wouldn't say it's useless, but it does nothing unique.
You could argue that it potentially has advantages over Moltres and Charizard because of it's mono typing, e.g. versus ice. However, Entei and Flareon also fall into that niche and both are slightly better than Typhlosion. Entei's TDO is much higher as well. I'd say if you have either of these at high level already then Typhlosion will add nothing to your line up.
Ty's fast move is what really lets him down. Ember is sub-par and Shadow Claw is more or less irrelevant (at least here anyway). If there should be a move rework where he's granted a better move (similar to how Feraligatr was given Waterfall), then he could be a strong contender.
