Event Gengar without Lick or Psychic

My first Gengar from the event didn't came with Lick or Psychic, first i thought that there's only a chance to get the skills. But then all other Gengar, including the evolved ones, came with Lick and Psychic.
Anyone had that issue? There's a way to maybe fix with support help?
I'm from Brazil, did it during America's time of the event.

Edit: Some friends had the issue too, but others didn't.

Sounds like you didn’t have a good Gps connection at the beginning of the event or some other cellular problem, you can always send in a ticket to support but I doubt they will do anything about it.

Sadly i have learnt to be patient with this game. This kind of bugs tend to happen in the first 10-15 minutes of events or boss rotations (or those people who got a Moltres intead of a Shedinja some days ago).
I haven't heard of Niantic restoring or changing pokemons directly to trainers but at least fill a report to complain about it
