That's incorrect. Chansey and Blissey are the only two species with HP lowered in the rebalance, but it's still their dominant tankiness stat by a big margin, which means both gain more tankiness from def IV than hp IV. The following are with rebalanced stats without applying CPM:
Chansey 15 def 0 hp: 69,6k tankiness
Chansey 0 def 15 hp: 64,3k tankiness
Blissey 15 def 0 hp: 91,2k tankiness
Blissey 0 def 15 hp: 86,4k tankiness
Because effective tankiness is gained by multiplying total def and hp, increasing the smaller one of the two always gives a bigger number than increasing the larger one.
Relatively yes. Nothing will get a higher defense, perfectly balanced species stay at the same number while everything else gets a lower defense, depending on how uneven their split was. Blissey and Chansey are big losers, so are Rhydon/Rhyperior, Vaporeon and some others.
EDIT: the hp rebalance means most mons are overall becoming tankier. There are some losers besides Blissey and Chansey that lose so much defense that even the increase in HP isn't enough to keep their old tankiness.
Technically it is correct, HP IV becomes a bit more important for Chansey and Blissey because their base stamina decreases, so each IV point of stamina now represents a slightly higher percentage of their total stamina stat. But that's a bit misleading and in fact focusing on that is indeed not a goot idea. You're right pointing that defense IV was and still is more important for Chansey and Blissey than stamina IV.
No Pokemon will be getting their defense increased. At best, a number will retain their existing stat, basically those who have identical Defense and Sp. Defense in the main series games.
Most will have it reduced, some by only a tiny amount; those who have wildly different Defense and Sp. Defense suffer the worst, for example Blissey, who had very high Sp. Defense but minuscule Defense.
HP is being buffed for everyone apart from Chansey and Blissey.
