Which Metagross? (The best of the worst)
I had terrible luck with IVs today. In fact, I've had terrible luck with Beldum since it was released. Anyway, in all the Beldum I caught today, these are what I deemed the best of my lot of junk. I'll power them up eventually, but which one would you prioritize? All IVs are A-D-S and "Gearhead" has flash cannon.

If you have friends willing to do trades I would perhaps consider holding off on powering them up.
Someone with Meteor Mash Metagross I mean. Trade your with his/hers and maybe you both end up with better IVs and maybe even lucky ones which will save you some dust.
I played with some people today who traded so as to try and get better ones and I think one got a really good one.
I got some acceptable IVs...none at a high level and the best lucky already ATE the remainder of my Beldum candy. I also traded my original Metagross for the 1 candy it gave me:)
I got 6 shiny today (although two were below 40% and at level 1). Charmander and bulbasaur community days combined=zero shiny. However, in the meantime I caught an average bulbasaur shiny.
The 15 attack, since it's the only one at a respectable level already.
The 12 attack is also worthwhile. With how good MM is, you probably want to get both of these to 30 before maxing either, so perhaps the 12 attack is the best bet actually.
As a tip for future meta-relevant community days:
Plan ahead.
Use incense.
Go to a place with lots of pokestops concentrated. Make sure they're lured (either yourself or other people there).
I find it hard to believe that's the best you could find, unless you were in a pretty rural/inactive area.
For example, I started the day with around 150 candy, and I evolved 8 Metagross today. I powered one up from level 25 to 40 (220 candy for the power up), and currently have about 350 candy leftover to power up the others. That's 8*125+220+350-150 = 1420 candy. I had about 100 pinaps throughout the day, so that's an extra 300 candy. 1120/4 = 280 catches (4 because 3 for catch + 1 for transfer). Basically, if you go non-stop you can catch 280 pokemon.
Ignoring weather boost:
The odds at a 15 attack specimen are 1/16. The odds at an 84% or higher pokemon is 2.93% - or about 8 or 9 in 280 catches. Of those 8 or 9, three should end up in the 21-30 range. Then of the seventeen 15 attack specimens you find, you would expect three in the level 25-30 range and three in the 20-25 range (with let's say of the three, one is 75-95% IV, one is 50-70% IV, and one is 35-50% IV [biased up because you know it has 15 attack]).
Basically, of that lot, you should be able to find 6 pokemon with reasonably good IVs. So I would imagine you just didn't catch enough.
Please note that I'm writing this in an effort to help you get "better luck" next time - I don't mean to criticize or accuse you of anything!
The best Beldum I've ever hatched was a 91 with 14 attack. I evolved it for the second level Dex entry assuming that I would get a better one eventually. For contrast, I've hatched 4 Bagon with 90+ 15 attack in that same time. I live in a small town so spawns weren't as good as other places, but I know where the clusters are and I did the best I could. I could only play a little under 2 hours, but I caught 144 Beldum. I went through over 100 Pinap berries and ran out.
I know full well it was tough luck and catching more would have been better. It is what it is. I also know that the 11 attack will essentially be identical to a 15 attack in 99% of situations, so I'm not worried at all. Thanks for the advice though.
