It's always been 150. Only Solar Beam is 180 base power.

Yes, Draco Meteor's base power is 150. It is boosted by 30 points to 180 if Windy weather is present.

Actually, weather boost is 25%, so it is boosted to 187.5.

However, STAB is 20%, which means DM actually has 180 power with the STAB adjustment.

Weather boost is only 20%, evidence by boosted moves that are 100 base power
