New Tier 3 Solo Raid Guide additions?
Pretty sure that Infernape is viable at lv40 versus Tangela, Empoleon is viable versus Piloswine at lv30, and Staraptor is viable at lv30 versus Machamp. (However, Staraptor is not viable versus Tangela) Should this be added to the current raid guides as well?

For the question at hand they're likely viable, albeit less than optimal. As mentioned below it's probably not a top priority to update the guides at this time due to their lagging behind the rest.
True at this moment. But Gen 4 CDs are way too long to wait. I guess Niantic will sooner or later come up with a way to allow at least one more chance for trainers to get CD exclusive moves (like the HTM idea posted months ago). I would say if a trainer is really short for options it's ok to evolve, power up Gen 4 mons and add into parties.
Why wait for a CD that'll be a year or more from now? If past gens are anything to go by, I'll be at well over 1k candy for each starter with several good evolvables by the time the CD rolls around. No reason to delay evolving one for the dex.
And Turtwig and Chimchar CDs aren't even relevant because they won't top Sceptile and Blaziken. Empoleon is going to be great though.
Chances are you’ll evolve it into a move that is less than ideal, but sure get one for the Pokédex...then still just a 1/3 chance it’ll be its best charged move.
Example: my metagross was born with psychic, used several CTMs on it...put it in a gym maybe 10 times, never even fought with it. Luckily I just did a 12/12/10 wild level 30 Beldum and it hasn't changed since
I'm kinda torn on this considering I just caught a 98% Chimchar yesterday, a/d/s 15/15/14. On one hand I'd love to evolve it, on the other catches like this are exceedingly few and far between for me and I don't want to gimp it from being the absolute best it can be, even if it lags behind other picks.
