No, it was last weekend only for a few days and ended already. Sorry if you missed it but thank heavens it was so short, event Pikachus are obnoxious once you've completed the medal.

So, was it evolved from the Pikachus (without a hat) that were around that day that the Nido females were everywhere?

No, totally unrelated to the female day. There was an ingame news 9 days ago about the new streetwear avatar items, the hat pikachu spawns were associated with that and lasted 2 or 3 days.
