Why do people in my area not like Tier 4 raids?

I asked them to do a Rhydon after a couple Mewtwo's and they just said no and left. Told them there was a Ttar and Absol double and they're like: Nah, go with your friends. Problem is, almost none of mine play PoGo. I mean geez, don't people need the GRB's and the TMs? Or am I in the minority here?

It's weird that you are asking people here instead of just asking them.
But anyway, since we're here, I personally do not find it worth it at all to waste any kind of passes on a tier of raids that do not provide any kind of benefit other than a few items and I find the Pokemon themselves to be very uninteresting. Some people still hunt Ttar because they do not have enough high-IV ones, but I have an overabundance of them so I have no need for them or their candies, nor do I find it fun to beat.
I haven't bought coins in a very long time and my hard-earned gym coins are spent on ultra boxes every time I get enough to buy them. So I have a limited surplus of raid passes that I prefer to spend on legendary raids 100% of the time because the reward is almost always much, much better than it is with tier 4's. Also: Mewfuckingtwo.
Tier 3's appeal more to players because they can be soloed, which is a fun challenge to many. Tier 4's require a minimum of 2 players, which is a nuisance to many more.
So yeah, perhaps your local raiders fall into one or more of those reasonings.

If they already did Mewtwo it means they probably had to use premium passes. Not everyone is willing to spend one of those on a Rhydon, which is a pretty uninteresting pokemon.

You don't really need to raid it to get resources for Rhyperior. Rhyhorn has been featured in tons of events, I have 2k candy and 6 good evo candidates despite living in the wrong biome for Rhyhorn to spawn naturally.

Tier 4's main problem is a lack of interesting or useful mons in it's roster. Really needs a boost as apart from Tyra, none of the others grab sufficient interest among regular players. Look at the interest Dratini raids got & they're only tier 1 so Dragonite would certainly work for one. Am surprised they didn't show up this time instead of Lapras, who has been spawning in the wild so zero interest in using a raid pass on him. Hopefully we'll get a shake up on the next rotation but judging by previous tier 4 bosses I'm not holding my breath.

T5 gives better rewards for the same amount of work. Also pokémon like Rhydon, Golem etc are pretty easy to find in the wild. Absol on the other hand is not relevant and Ttar is here for ever and had a CD so people may have enough good IV ones and candy anyway.
Also Mewtwo is here now so its understandable that people only focus on him.

But as someone else mentioned earlier: better ask them we can only speculate

Isn’t Ttar no longer available? I haven’t found maybe people not willing to do a Ttar raid. They were rare to found back in the day.

A little common sense goes a long way here.

Nobody cares about a pokemon that's been around since 2016. It's crap. It's not great at anything. It doesn't have the chance to be shiny. All but brand new players have probably transferred more Rhydons since 2016 than they have caught during this event. It's just a non-factor pokemon that most people see as a waste of time.

Ttar is still very relevant in the meta even though they lied to you about going to it instead. Hence, there's always a use for them and their candy. Absol has a chance to be shiny, can only be caught in raidsand is a bit of a trophy mon in many ways. It's still in demand.

Me personally? I'll raid it for the rare candy. The chance of gettimg TMs from T4 raids is so small it's not worth it to me for that alone. GRBs? I have em coming out of my arse. Don't need em.

You're in the minority though. Nobody wants to do a T4 raid for a junk mon.

Just so you know, your story can't be 100% truthful. I think you would have had success getting people interested in Absol and Tyranitar, if they had been there. However, since Mewtwo has been out, the only tier 4 raids have been Golem, Lapras, Rhydon, and Snorlax. Experienced players already have lots of these and would rather save their passes for Mewtwo.

Personally, the only T4 in this Kanto rotation I'll even bother touching is Snorlax, and that's only because I'm a F2P player craving a 100% IV one.

Other posters' suggestions that T4 raids are under-attended because the Pokemon generally suck and you need more than one person to complete them are right on the money.
