Articunos "legacy" move should be avalanche

Hurricane is a bizarre and inappropriate choice of move, for a Pokemon whose niche is a dragon killer. If Hurricane was a just a "regular" inappropriate move like T-Tars fire blast or Mewtwos hyper beam that would be fine, but this is supposed to be a "special event" move!

Why would they give it a legacy move that doesn't suit the Pokemons purpose in the meta? Why not give it Avalanche, seeing as Articuno could use a buff with Mamoswine coming up.

It wasn't meant for the meta. It was to symbolize the typhoon in Japan during Articuno day. Articuno didn't have a special move during it's day, but it was postpone in Japan due to a Typhoon. When Japan finally had their Articuno day, it had Hurricane as the charge move.

Wouldn't have it made more sense then to simply leave it at that, so only Japanese players got the Hurricane move?

I agree Hurricane makes no sense and Avalanche would have been a much better option.

Although if memory serves me correct, Hurricane was only given to Japan as a consolation of sorts for needing to reschedule their raid day. They may have known how ass blasted the rest of the world would be if they locked an all-powerful version of Articuno to one part of the world. In addition, IIRC the day was rescheduled post Zapdos day, where they were met with huge backlash about the Thunder Shock situation. After seeing that they may have decided to play it safe giving Articuno a novelty move and not something meta defining. This may also be part of why Moltres's move doesn't /completely/ overtake its role as a fire type attacker, although without adding new moves to the game it already has the most powerful fire attacks at its disposal.

Granted all of this is a moot point considering all three birds with their exclusive moves are now available to the world at large, so who knows? Niantic gonna Niantic I guess.

Not every event moves needs to be meta relevant, see Dragon pulse ampharos, hydrocannon blastoise.

Also 'inappropriate' doesnt seem like the right word.

Hydrocannon is an OP move, the reason it's not relevant it's because Blastoise stats are so bad. That's like having an OP gun on a video game and letting Stevie Wonder use it.

Dragon Pulse Ampharos is another weird one.

Hurricane has STAB. I don't think is inappropriate to Arti but I agree Avalanche will be better for Arti.

Articuno can't learn Avalanche in the main games so it's out of the question.

Hyper beam isn't inappropriate for Mewtwo. It's actually the only truly generalist charge move Mewtwo can learn in PoGo. Don't get me wrong, it's kind of a sucky move on Mewtwo, but it has broader neutral coverage than any of his other charge moves.
