Articunos "legacy" move should be avalanche
Hurricane is a bizarre and inappropriate choice of move, for a Pokemon whose niche is a dragon killer. If Hurricane was a just a "regular" inappropriate move like T-Tars fire blast or Mewtwos hyper beam that would be fine, but this is supposed to be a "special event" move!
Why would they give it a legacy move that doesn't suit the Pokemons purpose in the meta? Why not give it Avalanche, seeing as Articuno could use a buff with Mamoswine coming up.

I agree Hurricane makes no sense and Avalanche would have been a much better option.
Although if memory serves me correct, Hurricane was only given to Japan as a consolation of sorts for needing to reschedule their raid day. They may have known how ass blasted the rest of the world would be if they locked an all-powerful version of Articuno to one part of the world. In addition, IIRC the day was rescheduled post Zapdos day, where they were met with huge backlash about the Thunder Shock situation. After seeing that they may have decided to play it safe giving Articuno a novelty move and not something meta defining. This may also be part of why Moltres's move doesn't /completely/ overtake its role as a fire type attacker, although without adding new moves to the game it already has the most powerful fire attacks at its disposal.
Granted all of this is a moot point considering all three birds with their exclusive moves are now available to the world at large, so who knows? Niantic gonna Niantic I guess.
