Hidden Power type is locked?

Is the type of Hidden Power locked for an individual pokemon? It seems to be: I have a surplus of fast TMs and decided to try to get Hidden Power of Fairy type on my Togetic. It came originally with Hidden Power of Poison type. After changing to Extrasensory and back to Hidden Power - Poison again. This happened multiple times, on different days, with restarting the game in-between. Can somebody confirm this?

The hidden power type is locked to the specific pokemon. That one will only ever have poison hidden power.

Also, there is no fairy hidden power in pokemon go thus far.

No fairy is ... disappointing. Also no normal, apparently, but who cares about that.

I found some information that the type of Hidden Power might be determined by the IVs; supposedly it is in the main series. Has this ever been confirmed for GO?

In the main series yes, Hidden Power type is determined by IV. I don't know if that's true for Go.

It's been proven that IV does not determine the HP type in POGO, at least in any simple manner that could be deduced. Most likely it's a formula that depends on the pokemon's individual ID that's completely hidden from the players since no dependencies on anything have ever been found.

Fairy wasn't added to the HP type pool supposedly because it's easy to store 16 possible values in half a byte but they'd need a full bit more for the 17th type.

This post reminds me of the poor chap who was grinding Suicunes to try and catch every type of Hidden Power - he had all of them but Fairy, and was hoping to do another 12-15 raids on the last day for Suicune to get fairy Hidden Power. I think we enlightened him and he saved himself a few raid passes. Just imagine how many Suicune raids it would take to get all the rest, though. Uggh. That much effort on a useless legendary.
